With its strategic maritime location and abundant coastal resources, the Philippines is well-positioned to lead in the global ocean economy. Home to the world’s largest seafaring workforce and a strong maritime community, the country has key opportunities in shipping and ports, sustainable aquaculture, and green shipbuilding, alongside growing momentum in maritime education and training. Despite structural barriers—such as institutional fragmentation and the geographic dispersion of stakeholders—there is significant potential to build broader partnerships. Advancing the sector will require inclusive collaboration, strategic implementation of existing policies, and a long-term vision for a resilient, future-ready maritime economy.
Advancing a Safe and Sustainable Ocean Economy in philippines
The Scoping Phase examined key safety and security standards across the Philippines’ ocean industries. Its primary aims were to: 1) Map out key stakeholders; 2) Analyze the regulatory framework governing the sector; 3) Assess existing policy strengths and gaps; and 4) Provide strategic recommendations to guide the next stage of the Ocean Centres initiative.
Key constraints identified include limited institutional capacity, highlighting the need for stronger governance. Maritime training standards require significant improvement to meet global expectations and bridge workforce readiness gaps. Coastal spatial planning must also be strengthened to support sustainable development while balancing environmental protection with economic growth. Promoting knowledge exchange among stakeholders is essential to foster innovation and cross-sector collaboration. Tackling these priorities will be key to enabling sustainable growth and enhancing the global competitiveness of the Philippines’ ocean industries.
Despite these obstacles, the Philippines holds major opportunities. Sustainable aquaculture — especially seaweed and milkfish — can boost food security and exports. Enhancing the regulatory environment offers a valuable opportunity to streamline policies and accelerate growth in the maritime sector. The implementation of the Maritime Industry Development Plan (2019–2028) provides a clear roadmap for modernizing ports, developing green shipbuilding standards, and improving maritime education and training. Strengthening collaboration and promoting knowledge exchange among stakeholders will further support innovation and reinforce the country’s ocean governance framework.

Safety remains a core issue across the Philippines’ ocean industries. Around 80% of domestic passenger vessels are either wooden-hulled or repurposed cargo ships, posing significant risks. MARINA aims to phase out these vessels by 2025, supporting local shipbuilding, fleet renewal, and improved safety protocols. However, challenges persist — including limited fleet modernization, insufficient financial support, weak regulatory enforcement, and poor coordination among maritime agencies.
Addressing these issues opens key opportunities: modernizing fleets, strengthening maritime training, enhancing tracking systems and emergency response capacity, and improving coastal spatial planning. Aligning safety standards with international best practices, increasing access to funding, and prioritizing local shipbuilders will be essential to drive inclusive innovation, environmental protection, and long-term maritime resilience.

Expected national outcomes include modernized fleets and improved safety standards to reduce accidents; increased access to funding for fleet renewal and maritime infrastructure; growth in aquaculture production through sustainable practices; stronger stakeholder partnerships to support innovation and knowledge sharing; and enhanced coastal spatial planning alongside the adoption of green technologies for long-term Sustainability.
We believe that, at a global level, the Ocean Centres initiative will enhance maritime safety and promote sustainable ocean economies worldwide. It will foster international collaboration, support investment in ocean innovation, strengthen sustainable seafood systems, and accelerate the adoption of renewable energy and integrated coastal planning — balancing economic development with environmental stewardship.
